Randy Vivian
Randy Vivian, IOM, was born in El Campo and raised in Victoria. Randy graduated from the University of Houston, Victoria, and the US Chamber of Commerce Institute of Organization Management at the University of Georgia.
Randy joined the Texas Division of Emergency Management in 2019 and is the Section Chief for Business Outreach. He works with private sector partners to build networks to aid the Division and Communities as they prepare for and recover from disasters and oversees the Texas Business Emergency Operations Center.

Randy serves on the Texas Critical Infrastructure Protection Taskforce (TCIP) and is the State Agency TCIP Representative on the Texas Private Sector Advisory Council. Randy is the TDEM Representative to the Texas Business Advisory Council and the Texas Electric Reliability Council.
Randy has been deployed for seven (7) Major and Emergency Disaster Declarations for Texas and was requested and deployed to Florida for the Hurricane Ian Response to help with Private Sector Coordination for the recovery.
Randy is married to Cynthia and they have two daughters. They have two grandchildren by their oldest daughter and her husband. Their younger daughter graduated from Texas A&M University in May.
